Re: Town of Whitby's Parks and Recreation Master Plan

Kim Evans and Mattson Meere provided a presentation regarding the Town of Whitby’s Parks and Recreation Master Plan. Highlights of the presentation included:

  • an overview of the Parks and Recreation Master Plan;
  • a summary of the process for developing the Parks and Recreation Master Plan;
  • details of the parkland, facility, and service delivery recommendations and implementation strategy;
  • investigating funding opportunities; and,
  • next steps of the Whitby Parks and Recreation Master Plan.

A question and answer period ensued regarding:

  • whether the Parks and Recreation Master Plan factored in the impact of the Whitby Harbour Remediation Project on the Gordon-Victoria Soccer Fields;
  • lands considered for future parkland and recreation facilities;
  • details about the pickleball court at Willow Park;
  • information about active transportation networks within the Parks and Recreation Master Plan;
  • details about the need for parks and recreation facilities in Whitby;
  • whether the Parks and Recreation Master Plan considered doming the turf field at the new Whitby Sports Complex;
  • details about recreation programming and transportation to recreation facilities for Seniors; and,
  • whether mountain bike trails were considered in the Parks and Recreation Master Plan.

There were no delegations.

David Johnston stated that the Membership Composition of the Committee would be updated within the Committee’s Terms of Reference.

Lalita Thakali stated that the Committee’s comments were forwarded to the Columbus Road Widening Project Manager. Ms. Thakali advised that an update would be provided when a response was received.

Liam Lacy requested an update regarding active transportation detour planning and signage for major projects.

Lalita Thakali stated that the Town's Accessible Signage and Wayfinding Study was in the implementation stage.

Discussion ensued regarding:

  • installing temporary detour signage for active transportation routes impacted by major construction projects;
  • awareness campaigns for detours along active transportation network trails; and,
  • the responsibility of developers for maintaining active transportation networks and facilities during construction.

Liam Lacy requested information and Committee feedback regarding Town initiatives that aim to address unsafe driving and parking.

Discussion ensued regarding:

  • the Road Watch Committee and Durham Regional Police Service initiatives to improve road safety;
  • reporting unsafe and aggressive driving through an online filing system;
  • the Pace Car Program to raise awareness around travel speed in the community;
  • a Town-wide campaign to encourage safer driving;
  • programs such as the ‘Walking School Bus’ and ‘Bike Bus'; and,
  • by-law enforcement measures such as ticketing improperly parked cars.

Liam Lacy requested information and Committee feedback regarding traffic calming measures in school zones.

Discussion ensued regarding:

  • implementing traffic calming measures based on the road classification;
  • using bollards to reduce traffic speed; and,
  • prioritizing roads for traffic calming initiatives such as school zones.

There was no correspondence.

Councillor Mulcahy provided an update regarding:

  • the proposed multi-year budget process;
  • the Municipal Accommodation Tax; and,
  • the St. Thomas Street at Winchester Road Signalization being considered at the June 24, 2024 Council meeting.

A question and answer period ensued regarding:

  • details about the Hospital Campaign; and,
  • the timeline for completing the proposed St. Thomas Street and Winchester Road traffic control signalization.

There was no other business.
