Peter Phillips called for nominations for the position of Vice-Chair of the Active Transportation and Safe Roads Advisory Committee. Liam Lacy nominated Greg Frankson for the position of Vice-Chair of the Active Transportation and Safe Roads Advisory Committee. Greg Frankson accepted the nomination. Carried3.Declarations of Conflict of Interest There were no declarations of conflict of interest.4.Approval of Previous Minutes Recommendation:Moved byJohn PatteThat the Active Transportation and Safe Roads Advisory Committee minutes of March 9, 2023 be approved.Carried5.Delegations There were no delegations.6.General Business and Reports 6.1Committee Terms of Reference and Mandate Overview Peter Phillips requested that Members review the Committee’s Terms of Reference and Mandate. Mr. Phillips further requested that Members provide feedback should they have any questions or concerns.6.2Draft Work Plan Peter Phillips advised that the 2023/2024 Draft Work Plan was complete and would act as a guideline for the Active Transportation and Safe Roads Advisory Committee’s activities throughout the year.6.3Subcommittee Sign-up Peter Phillips stated that there were four subcommittees for Members to participate in which included: the Development Review Subcommittee; the Education and Awareness Subcommittee; the Active School Travel Subcommittee; and, the Downtown Business District Subcommittee. A question and answer period ensued regarding: the format for subcommittee meetings such as in-person, hybrid, or virtual; and, whether staff would participate in subcommittee meetings and provide direction. 6.4Bike Month Update Lalita Thakali provided an update regarding Bike Month activities which included: social media posts; school giveaways; a library display and updated Bike Map; and, Region of Durham activities including Bike Month Pledge, Bike Month Bingo, a Region-wide Cycling Contest, Walk and Roll to School, and Pedal for Patients Charity Bike Ride in partnership with the Lakeridge Health Foundation. A question and answer period ensued regarding: schools that staff would visit and the number of volunteers needed; dates for attending schools; and, when the updated Bike Map would be launched. Councillor Mulcahy advised that she requested Bike Month to be incorporated into the promotion of the Recreation and Parks Month activities. Tara Painchaud requested feedback regarding whether Members would like to participate in Play in Whitby Day on Saturday, June 30, 2023 from 10:00 a.m. to 2:00 p.m. at Iroquois Park Sports Centre.6.5Durham Active Transportation Committee Update Tara Painchaud provided an update regarding the Durham Active Transportation Committee which included: presentations on the Pedal for Patients Charity Bike Ride and the Durham Meadoway Visioning Study; and, Bike Month activities. 6.6Cochrane Street Closure Tara Painchaud advised that Cochrane Street was currently closed for a bridge replacement. Ms. Painchaud stated that a vehicle detour was in place and a pedestrian detour was under consideration. A brief question and answer period ensued regarding duration of the closure.6.7On-Road Cycling Update: Cochrane Street/Annes Street Tara Painchaud provided an update regarding on-road cycling on Cochrane Street and Annes Street. Ms. Painchaud advised that the segment from Ferguson Street to Rossland Road would include a bike lane. She stated that paved bike lanes were planned on Annes Street between Burns Street and Dundas Street.6.8Water Street Environmental Assessment Update Tara Painchaud advised there was a Community Open House regarding the Water Street Improvements between Brock Street South and South Blair Street on May 24, 2023 at Heydenshore Pavilion between 5:00 p.m. and 8:00 p.m. A question and answer period ensued regarding: detours for cyclists and pedestrians; the bridge design; an online option for community feedback; and, how construction on the Water Treatment Plant would impact the environmental assessment. 6.9Winter Maintenance and Rural Paved Shoulder Cleaning Tara Painchaud provided an update regarding the Town’s street cleaning schedule. A question and answer period ensued regarding: the standard for maintaining roads in high construction zones; requirements to maintain sidewalks and bike lanes; the process for reporting unmaintained roads in high construction zones; and, whether there was a by-law governing parking in bike lanes. 7.Council Update Councillor Mulcahy provided an update regarding: the Downtown Whitby Secondary Plan; the Brock Street road diet; 40 km/h speed zones and community safety zones; an upcoming presentation by Metrolinx to Council regarding the Bus Rapid Transit project; and, natural gas transmission line crossings at Columbus Road and Cochrane Street. 8.Other Business 8.1E-Scooters Brad Mavins requested information regarding e-scooters and whether the Town was looking into providing them. A brief question and answer period ensued regarding whether Town-provided e-scooters would be equipped with throttle restrictions to mitigate speed.8.2Taunton Road Multi-use Path John Patte stated that the multi-use paths on Taunton Road should be wider to accommodate all users.
